Rules on Major Reform Provisions Released
On Nov. 20, the Administration released three proposed rules for several critical Affordable Care Act (ACA) provisions:
- Exchanges: Essential health benefits, actuarial value, quality and accreditation standards.
- Health Insurance Market Rules: Includes guaranteed issue, guaranteed renewability, community rating, single risk pool, requirements for catastrophic health plans and student health coverage, and rate review.
- Wellness Programs: Includes requirements for employer-based wellness programs along with consumer non-discrimination provisions.
